It’s in the eye of the beholder.

It’s impossible to create learning content that will please everyone.

Luckily, we never develop learning content for just anyone. That’s why it’s so important to understand our target audience and conduct a proper needs analysis before designing any learning material.

This is the job of skilled instructional designers.
